Cannot upload picture in My account

I could not find any link to the web master. I've tried repeatedly to upload a picture to my account but I get a message about some issue concerning a directory. Sorry I don't remember the exact message. Is it possible to actually upload a jpeg file?

Account Picture
Hello,
I wonder if rabail was referring to the account profile picture, instead of attaching images to a post. I seem to have the same difficulty, getting the following error messages:
The selected file /tmp/michael-culbertson-head_1.jpg could not be uploaded, because the destination sites/default/files/pictures/picture-6503.jpg is not properly configured.
Failed to upload the picture image; the pictures directory doesn't exist or is not writable.
