The other link to the PACKAGES file (https://vipbg.vcu.edu/vipbg/OpenMx2/software/src/contrib/PACKAGES) works fine for me - can you retry?
We will try to see what is wrong with support for R 4.1, but in the meantime you could try with R 4.3. We are seeing some lack of connection from non-VCU sites, about which we will inform our network administrators.
