See thread: https://openmx.ssri.psu.edu/thread/3882 .
I'm assigning this to me because I'm in the best position to run a test on 64-bit Windows under a debugger. It might possibly be related to OpenMP.
With the latest svn (3835), I'm not getting the memory leak but I'm getting a crash when using 64-bit R and CSOLNP with intervals=TRUE, only with CSOLNP. NPSOL takes a very long time but seems to do fine otherwise.
I ran this with OpenMx 2.6.9 on 64-bit Windows with NPSOL, CSOLNP, and SLSQP and had no problems.
